Project Beta – Sustainable Modular Housing for the Future

Project Beta is the second pillar of our strategy at 3e’s Supporting Business & People Ltd. While Project Alpha focuses on existing stock, Beta is about creating new stock—building modern, energy-efficient modular homes on carefully selected land in high-demand areas across South Wales.

Using Modern Methods of Construction (MMC), Beta allows us to rapidly respond to the housing crisis with homes that are not only fast to build, but designed to support long-term wellbeing and sustainability. Each unit is engineered for efficiency, accessibility, and affordability.

Why Modular?

Modular timber-frame construction offers several advantages over traditional building methods:

• 60% faster build times compared to brick-and-mortar
• Reduced costs through off-site fabrication
• Greater quality control and energy performance
• Less disruption to local communities

All Beta homes will be EPC-A rated or higher, with provisions for solar panels, rainwater harvesting, and air-source heat pumps.

What We’re Building

Project Beta sites will consist of a mix of housing types including:

• 1-bed accessible apartments
• 2- and 3-bedroom terraced and semi-detached homes
• 3-storey townhouses with integrated garage space

All designs are based on a scalable template library, allowing us to replicate successful layouts and keep procurement costs low while maintaining high build standards.

Social Purpose Built-In

These aren’t just houses—they’re community enablers. Project Beta builds homes specifically for:

• Care leavers and young adults transitioning into independence
• Carers, bereaved families, and key support workers
• Individuals with mobility needs or neurodivergent profiles

Each site includes small green spaces, wellbeing zones, and community feedback mechanisms to keep residents engaged and supported.

Environmental Goals and Net-Zero Readiness

Beta homes are built with sustainability in mind from day one:

• FSC-certified timber and low-impact foundations
• Integrated insulation and low-emission heating
• Rainwater harvesting and greywater systems
• Solar PV readiness built into every roof

Our target: All Beta homes will be net-zero operational by 2030 or sooner, in alignment with Welsh Government climate goals.

Community Involvement and Transparency

Every Project Beta development includes:

• Pre-planning public consultation with local residents
• Workshops where prospective tenants influence design
• Ongoing impact measurement via tenant feedback

This ensures each site not only meets housing needs but fits into the fabric of the local community.

Project Beta’s Role in Our Wider Strategy

Beta builds on Alpha’s success. Where Alpha delivers immediate income, Beta secures long-term capital value and site control. Together, they enable 3e’s to:

• Expand rapidly while managing risk
• Support multiple income streams (leases, land value, shared equity)
• Strengthen our position as a public-private housing partner

As with all projects, surplus is reinvested into mental health support, suicide prevention, and digital innovation via Project Delta.

Looking Ahead

Our 3-year Beta plan includes:

• Development of 6+ modular housing sites in key South Wales locations
• Creation of at least 75 new homes with full local authority partnership
• Community engagement throughout planning, build, and post-occupancy
• Impact reporting on wellbeing, carbon reduction, and housing stability
